Christophe de Carmoy
Meridiam Partner, Executive Director UK & Ireland
Christophe de Carmoy joined FIM and became CEO in 2019, and Partner with Meridiam in 2023. Since his inception as CEO, Christophe has worked hard to bring the team together and ensure that behavioural-led values form the core of how FIM delivers its full range of services. He is responsible for making sure that all statutory, contractual and governance obligations are met, and for maintaining relationships with project stakeholders.
Christophe is also a partner at Meridiam Infrastructure where he acts as Executive Director for UK and Ireland. He joined Meridiam in 2010.
Prior to joining Meridiam, Christophe spent ten years in management consulting in both France and the United States. He holds a Master’s degree from university Paris Dauphine and an MBA from the Ross school of Business in Michigan.
Fadi Selwan
Meridiam Partner, Chair of the Board, COO Portfolio Management, Human Capital and Sustainability
From 2012 to 2019, Fadi Selwan was Deputy Managing Director of VINCI Concessions and since 2019, Operational Director of the Americas and LNG Reservoir Businesses Division of VINCI Construction Grands Projects where he was responsible for many large construction projects mainly in North and Latin America. Fadi also held the position of Chairman of VINCI Highways between 2014 and 2019. He joined the VINCI Group in 2007 as Development Director of VINCI Concessions.
Before joining the VINCI Group, he successively held responsibilities in the management of the Eiffage Group, in particular Eiffage Concessions as Deputy Director in charge of infrastructure. Fadi holds an Engineering degree from the Ecole Nationale des Ponts et Chaussées, France, and a Master of Science in Civil Engineering degree from the Massachusetts Institute of Technology, USA.

Christian Stanbury
CEO, (WEP)
Christian Stanbury is the CEO of WEPCo and is responsible for the overall delivery of projects and leading the WEPCo team. Christian acts as the education expert for FIM and Meridiam having led a large student accommodation project in Hertfordshire, currently chairing the schools project in Espoo, Finland, and Chairing the global Meridiam Social Infrastructure Club, which brings together leaders from a wide variety of social projects across the world.
Tim Hesketh
CEO, (NET)
With more than 20 years experience in the UK and European PPP / PFI markets, Tim joined Fulcrum in 2021 to lead the Nottingham Express Transit project through a financial restructuring, which was successfully completed in December 2023. Tim continues to lead the team in Nottingham developing strategies to see the project safely through to the end of the concession.
Drawing on his broad PPP experience, Tim provides an element of commercial support across other Fulcrum projects and sits as a board member for Kudos as well as the M8 in Scotland.
Shaun Anders
CEO, Kudos Services
Kudos deliver high-quality facilities management to Fulcrum’s primary healthcare estate. Shaun’s responsibility as CEO is ensuring Kudos maintains the buildings at a high level, so it can provide the best possible health service to local communities.
Shaun’s favourite part of his role is looking to the future, ensuring that we stay flexible, and innovative with how we adapt to future changes while anticipating challenges and quickly resolving them to avoid any disruption to service.
We have a great bunch of people here at Fulcrum who all want the same thing.
Colin Carey
COO, (FIG)
Colin has been working in PFI/PPP for more than 20 years, within both the public and private sectors. He joined Fulcrum in December 2024 and leads on the operational elements of the 35 LIFT buildings in the FIG portfolio.
He believes that genuine collaboration between all parties, built around an open and transparent governance framework, is the key to successfully delivering first class facilities to the public sector.
Most importantly Colin believes that supporting our people and giving them the opportunity to develop should be at the core of all that we do.
Sarah Beaumont-Smith
UK strategy director, (FIG)
Sarah joined Fulcrum in 2009, working my way up to become CEO in 2019 before taking on a wider role as FIG UK Strategy Director in 2025.
Sarah also was named the ‘Leading Woman in Infrastructure’ at an industry awards event. Sarah is passionate about the role the private sector can play in delivering vital new social infrastructure and is leading Fulcrum’s work with Government and industry in discussing the huge opportunities to use public-private-partnership models to drive much-needed investment in the health sector.
Dominic Easterby
Head of People, (FIM)
With more than 15 years in Human Resources, Talent and Learning & Development spanning several sectors, Dominic Easterby joined Fulcrum in 2024 as Head of People. Passionate and ambitious about being an ‘employer of Choice’ and championing the ESG agenda, Dominic is well placed to lead the people agenda across FIM and its assets, ensuring the UK projects are resourced and engaged to deliver for stakeholders, investors, and communities.

Nicola Viero
CFO, (FIM)
Nicola joined FIM in 2018 as Finance Manager and has since had the opportunity to grow and develop alongside a driven and inspirational team.
With a background in finance, having completed a Bachelor of Commerce Honours in Management Accounting, from the University of Stellenbosch in South Africa, followed by CIMA.
Nicola’s early career started in a financial advisory firm in Cape Town, followed by a management services company managing various aquaculture investments in the Western Cape. Thereafter, relocating to the UK and continued her career in management services. At FIM Nicola thoroughly enjoys her role as it provides visibility over various projects, adding value to the finance function and growing and developing her team with the goal of delivering exceptional services to our infrastructure projects.
Meet our Modelling Team
FIM includes a dedicated Modelling Team which serves as internal modelling advisory unit specialising in development, modification and maintenance of project finance models, supporting strategic decision-making across the Meridiam group.
The team brings extensive experience across a wide array of asset types – including transport, social and digital infrastructure, as well as renewables – spanning projects in Europe, Africa and North America.
