NHS LIFT Programme
Fulcrum Infrastructure Group (FIG) SPV are key partners in the NHS LIFT (Local Improvement Finance Trust) Programme, working with the NHS to deliver quality community healthcare in the areas it is needed most.
Launched by the UK Government in 2001, the NHS LIFT Programme brings together the National Health Service (NHS), the Department of Health, and private sector partners to deliver high quality community healthcare facilities.
Over the last two decades, this public-private-partnership approach has delivered more than 350 NHS health facilities across England, with 9 out of 10 buildings being built in deprived areas with above average health needs.
As a key partner in the NHS LIFT programme, the SPV has helped to deliver more than 40 NHS facilities across London and in the North West of England. As quality, modern buildings, Fulcrum’s health centres have created flexible, future-proofed spaces that can adapt to the changing needs of the NHS and the communities they serve.
Meridiam NHS LIFT buildings not only provide local residents with vital primary care services (such as doctors, dentists, pharmacies and opticians), they are also helping to bring about a shift of acute care into local communities, through services such as cancer screening, birthing suites and renal dialysis.
By combining a range of primary and acute health services under one roof, NHS LIFT buildings offers residents integrated care in the heart of the community, while also helping to ease the pressures on major hospitals and the wider health system.
The NHS LIFT model also includes the provision of critical services such as building maintenance and the “lifecycle” repair and replacement of equipment. With the burden of building upkeep removed, NHS and health practitioners can focus on what matters most – the community’s health and well-being, not bricks and mortar.
As part of this the SPV also owns Kudos – an innovative, facilities maintenance specialist to the healthcare sector, delivering a range of services to primary healthcare facilities. Read more about Kudos here.

The NHS Lift Model
The NHS Local Improvement Finance Trust (LIFT) model has been delivering for the NHS and local communities for over 20 years, and has been independently verified as providing value for money in the delivery and management of healthcare facilities. At the heart of this is a true long-term partnership approach built on fairness, flexibility and transparency, with the public and private sectors working together to shoulder the challenges and share the successes between them.
Supporting community health through sport
Meridiam has placed a clear focus on driving better use of its healthcare facilities, maximising the benefits delivered to the local community. Using the power of sport – and the reach and influence of local sports clubs – has been a particularly effective way to engage with local residents, helping drive lasting change through the better use of community healthcare facilities. From rugby to football to boxing, Meridiam has partnered with a wide range of sports clubs to deliver some award-wining initiatives in communities throughout the UK.
ESG and investing in social value
For Meridiam, community health stretches far beyond the footprint of its buildings – much more can be done to reach out into local communities, ensuring that those most in need receive support whenever they may need it.
As a values-led investor, Meridiam already places a clear focus on Environmental, Social and Governance (ESG), and through the delivery of a wide range of health initiatives and community partnerships, the SPV has been ‘Highly Commended’ for its approach to ESG at an industry awards event.
In taking this commitment to ESG one step further, the SPV has also commissioned its first ‘Social Value Annual Report’ which offers detailed analysis of the ESG projects.
A headline conclusion from the report showed that for every £1 invested in ESG activities by the SPV have delivered over £18 in social value to stakeholders, partners, and residents living near Meridiam health buildings.
